Just like any country distribution in one planet, interplanetary domain will have not the maximum elemental mixing entropy.
Therefore, I wouldn't expect to transform any not-Earth planet in Earth but rather take advantage of passing by.

Exaample: Mars CO2 could be converted in photosynthetized CH4 over the ages and being stored and use the lower gravity of the planet to re-shuttle
